The Cleveland Board of Control consists of members of the mayor’s cabinet and leaders of city departments. City Council passes some legislation – particularly legislation that authorizes the city to enter contracts for various purposes – that leaves vendor selection and compensation to be set by the Board of Control. The board makes those decisions in this meeting, and it also holds votes on the sale and purchase of land parcels.

The agenda for this meeting will be added to this page when it is available (usually the afternoon before the meeting).

🥝 The Board of Control also sometimes approves the sale of city-owned land, but I don't think we'll see that sort of thing at today's meeting.

Danny Mc @dmcbillion 7/20
The meeting is starting with Director of Public Utilities Keane. Keane is reading through the 4 Public Utilities items on the agenda.

All 4 were approved without comments or questions https://t.co/jiFk3C3XJ1
Danny Mc @dmcbillion 8/20
Now we're hearing from Commissioner of Information Technology Kimberly Roy Wilson about the first two Finance items: https://t.co/o5qer6niXy
Danny Mc @dmcbillion 9/20
Someone else, who wasn't named, is now talking about the 3rd Finance item - a contract w/ @UnitedWayCLE to provide after-hours service for the 311 call center.

8 vendors applied. 1 was disqualified.

Contract is for ~$100k for 1 year, w/ two renewals https://t.co/GA7HtZnsA9
Danny Mc @dmcbillion 10/20
All 3 finance items were approved w/out comment or questions
Danny Mc @dmcbillion 11/20
Director Dennis Kramer from Port Control talking about contract for flooring at the airport.

Says it's the 3rd time this contract has been bid. First two times the contractors didn't meet "OEO goals" (which I'm googling/guessing means "Office of Equal Opportunity goals") https://t.co/wjqEtoE1FO
Danny Mc @dmcbillion 12/20
@MayorBibb asked a clarifying question about which floors are covered by this contract. It fixes all floors at the airport INCLUDING the bathrooms.

Approved!
Danny Mc @dmcbillion 13/20
Next is Public Safety Director Karrie Howard talking about purchases of boots for @ClevelandFire

They're rejecting the second item for now so they can re-do the bids for particle hoods - so this BOOTS ONLY item is approved 👢👢 https://t.co/b32d7IQGBJ
Danny Mc @dmcbillion 14/20
That was it for our agenda, BUT there's a "walk on" item from Port Control!

this is related to Ord. 763-2022 re: healthcare benefits to City of Cleveland employees

Unclear who is speaking, they are not identified
Danny Mc @dmcbillion 15/20
Here are the amounts "not to exceed" for the contracts:

Anthem Blue Cross: $45 million
Medical Mutual: $80 million
Delta Dental: $5 million
EyeMed: $600,000
Symetra Life Insurance: $300k
Metropolitan Life Insurance for benefits at no cost to the City
Danny Mc @dmcbillion 16/20
A question about "not to exceed"

2020 health care costs were ~$100 million. With prescription costs ~$110 million.

These contracts are well in excess of those actuals, so it sounds like they're overbudgeting to provide a cushion if needed.
Danny Mc @dmcbillion 17/20
I'll chip in with this fact: my inhaler doubled in price this year, so there's that 🐡
Danny Mc @dmcbillion 18/20
And that's it! The meeting adjourned after about 13 minutes.

It took me a lot longer to tweet it because it I used the magic of rewind a lot.

The audio for some of the speakers on this stream plain ol' stunk. I tried to get what I could & I hope I got it right 👼 https://t.co/Wgym4aJSS7
Danny Mc @dmcbillion 19/20
I think it's fascinating that the last item covered today was a "walk on" (not on the published agenda) and approved contracts of up to ~$130 million 💰💰💰
Danny Mc @dmcbillion 20/20
This concludes my coverage of today's @CityofCleveland Board of Control Meeting. Thank you for reading along with me!
