COC reviews projects and programs that require funding; plan to submit application for funds to HUD on Sept. 30.

Meeting was called to order at 2:05pm by Dr. Celia Thomas, board chair. There are currently 40 people on the call.

Kaitie Giza gives an update on Youth Homelessness Demonstration Program (YHDP). They are currently in the review process of project applications and should be completed by end of October. https://www.handetroit.org/yhdp-funding

Paige Beasley is giving an update on CAM Quarterly Report as it relates to access data.
CAM referred a total of 332 households to the housing program in Q2 and added 585 households to the Homeless Preference housing Choice Boucher waiting list in Q2. https://t.co/2uakRvZbRq

NOFO was released on August 1st and is due on September 30th, 2022. This is in addition to unsheltered NOFO.

HUD’s priorities for FY2022 NOFO are:
-Ending Homelessness for all persons
-Using a Housing First Approach
-Reducing Unsheltered Homelessness
-Improving System Performance
-Partnering with Housing, Health, & Service Agencies

HUD priorities for Fy2022 NOFO cont:
-Racial Equity
-Improving Assistance to LGbTQ+ Individuals
-Persons with Lived Experience
-Increasing Affordable Housing Supply


Amount of Funding Available compared to FY2021.

Amanda is sharing the application scoring criteria. Last year we could earn 163 total, this year we can score 200 total. Points earned by data make up 24% while narrative points are 76% of the application.

Moving to discuss the new project recommendation. There are two projects, the Domestic Violence Bonus Projects and CoC Bonus Projects.

I joined the Racial Equity Part 1. They are having a discussion around what steps agencies have already taken to understand which racial disparities exist within their programming.

I joined increasing income/employment for people experiencing homelessness for the second round. They are talking about the data and what is collected. Having proper documentation is a barrier and having a dedicated person at events to assist would be helpful.

The CoC application is due Sept 30th. General Membership will be asked to vote to approve the application at the Sept 20th meeting. A debrief will be provided to the board on the process and areas for improvement after submission.

Julia Janco is sharing Values and Funding 2.0. The purpose is to operationalize the CoC vision by strategizing on how to utilize existing funding resources that align with CoC values and priorities and identify funding gaps and resources to meet needs.

This committee will now meet two times per month and create additional subcommittees. they will partner closely with provider workgroups, engage private funders, and engage key partners as well.

CoC staffing changes - Elise Grongstad joins the board and Tamara Gaines is stepping down from her role. This opens a role as CoC manager that will be shared soon.
